Joaquin City Council Notice of Meeting, Jan. 21 Agenda (Updated)

January 14, 2026 - The City Council of Joaquin will meet for a scheduled monthly Council meeting on Tuesday, January 21, 2026 at 6pm at the Old Fire Station on Steve Hughes Drive, Joaquin, Texas.

The following items are on the agenda for appropriate action:

OPEN FORUM. Open forum is an opportunity for citizens to speak about items not listed on the agenda. In order to address the City Council, please complete the Open Forum form and submit it to the City Secretary prior to the start of the meeting. In accordance with the Texas Open Meeting Act, the City Council shall not discuss, deliberate, or make any decisions on items discussed during the Open Forum. Comments are limited to 3 minutes per person.

Department head Reports:

A. Utility Billing Manager Report.
B. Public Works Report.
C. City Secretary Report.

1. Approve finances from November 2025 and December 2025.

2. Discussion and possible action, adopting a resolution designating The Light and Champion as the official newspaper of record, and the City of Joaquin website, Shelby County Today website, and the City public bulletin board as the official 2025-26 fiscal year public posting sites.

3. Discussion and possible action to approve and purchase the 2026 City Calendars.

4. Discussion and possible action, adopting a resolution designating 2026 as the "Year of the Volunteer" for the City of Joaquin and participating in the countywide initiative.

5. Discussion and possible action regarding unkept and derelict buildings within city limits and possible options for enforcement or remediation.

6. Discussion and possible action regarding the annual renewal of the Logansport Water Contract.

7. Discussion and possible action to update or adopt a new Flood Management Ordinance.

8. Discussion and possible action amending/modifying the city contract with 5C.

9. Discussion and possible action to approve a resolution appointing signatories for the Texas Community Development Block Grant projects funded by the Texas Department of Agriculture.

10. Discuss and possible action to award a contract for the construction of the water tank project CDV23-0432 to Duplichain Contractors, Inc.

11. Presentation by Raymond K. Vann & Associates, LLC, regarding the Section 3 requirements related to CDV23-0432 and CDM24-0069.

12. Discussion and possible action regarding the modification of Friday office hours for dates falling on the 10th of the month (specifically April 10, 2026, and July 10, 2026).

13. Discussion and possible action regarding the Community Center insurance claim and the allocation of additional funds for cleaning and upkeep costs.

14. Discussion and possible action to modify insurance policies within the Employee Handbook.

15. Discussion and possible action regarding the job posting for the City Secretary position.

16. Discussion and possible action regarding the city's Overtime Policy.

17. Executive Session: The Council will recess into closed session pursuant to Texas Government Code Section 551.074 (Personnel Matters) to deliberate the following:

○ A. Annual review, wages, benefits, and job description for the Interim City Secretary.
○ B. Annual review, wages, benefits, and job description for the City Maintenance worker.

The Council reserves the right to retire into executive session concerning any of the items fisted on this agenda whenever it is considered necessary and is legally justified under the Open Meetings Act.
