November 26, 2025 - The City Countil of Joaquin will meet for a Special Called Meeting on Tuesday, December 2, 2025 at 6pm at the Joaquin City Hall located at 130 Steve Hughes Drive, Joaquin, Texas.

5. OPEN FORUM: Opportunity for citizens to speak on non-agenda items. Submission of a form to the City Secretary before the meeting is required. Comments are limited to 3 minutes per person. The Council is prohibited from discussing, deliberating, or making decisions on Open Forum topics (Texas Open Meetings Act).
6. Discussion and possible action to approve November finances.
7. Discussion and possible action to vacate and abandon the unopened, platted portions of Bonaparte Street. and Beach Street and to approve a Quitclaim Deed conveying the vacated property to Joel and Laura Rodgers, authorizing the Mayor to execute all necessary documents.
8. Discussion and possible action on a request from Jimmy Dale Metcalf for approval of a proposed four-home mobile home park located on Childress Street, including consideration of site layout, utilities, and compliance with applicable city requirements.
9. Discuss and consider awarding by resolution a contract for grant administration services for application preparation and project administration of the Fiscal Year 2025 Disaster Supplemental Program funding through the Economic Development Administration and authorizing the execution of a contract.
10. Discuss and consider awarding by resolution a contract for professional engineering services for application preparation and project implementation of the Fiscal Year 2025 Disaster Supplemental Program funding through the Economic Development Administration and authorizing the execution of a contract.
11. Discussion and possible action regarding renewal of the City's Google Workspace subscription and any related administrative needs.
12. Discussion and possible action on updates and revisions to the City of Joaquin
Employee Policy Handbook including updates to insurance, benefits, and administrative chain of command.
13. Discussion and possible action regarding administrative staffing needs, including options for part-time office assistance or filling the City Secretary position.
Executive Session
Executive session pursuant to Texas Government Code 551.074 to discuss employment structure and related matters involving the Utility Works Director.

The Council reserves the right to retire into executive session concerning any of the items listed on this agenda whenever it is considered necessary and is legally justified under the Open Meeting Act.
