Shelby County Commissioners’ Court Notice of Special Meeting, Aug. 26 Agenda (Revised)

August 20, 2026 - Notice is hereby given that a Special meeting of the Governing body of the Shelby County Commissioners’ Court will be held on the 26th day of August, 2026 at 9:30am in the Courtroom of the Shelby County Courthouse at 200 San Augustine Street, Center, Shelby County, Texas to deliberate and consider action on the following items:

1. Approve weekly expenses.

2. Approve current payroll.

3. Public comments on agenda item.

4. Discuss and possibly take action on the current burn ban.

5. Discuss and possibly accept the unclaimed property Capital Credits for Counties in the amount of $35,606.24.

6. Discuss and possibly take action to disburse the Capital Credits funds to be received.

7. Discuss and possibly approve the quote from Techology Solutions for the County technology upgrades as presented by Ann Blackwell, County Treasurer.

8. Discuss and possibly approve the bid received from 4C Electrical for the installation of flood lights at the Agri Life Campus.

9. Discuss and possibly approve Pct 4 Commissioner to advertise for sealed bids on a 2014 F150 Ford Pickup VIN # 1FTFW1EF1EKE5442, with sealed bids being due by noon on September 15th.

10. Discuss and possibly approve entering into an inter-local agreement between Shelby County and the Joaquin Independent School District for the use of county equipment and personnel to spread and/or remove excess dirt from school property left from construction of the softball field for the school.

11. At the request of Attorney Robert S. Davis, who has been appointed by Texas Association of Counties to represent Shelby County regarding the in-custody death of James Perry, Jr., asks that the Shelby County Commissioner’s Court vote on the following provision: “For the purpose of the Executive Session with Attorney Robert S. Davis and his legal staff under Sections 551.071 (1) and (2) of the Texas Government Code, the following individuals, whose interests are not adverse to Shelby County’s Interests and whose participation is necessary to the matter under discussion, be allowed to participate in the Executive Session: 1) Misty Paul, or her designee, as the Claims Representative for the Texas Association of Counties’ Self Insured Risk Management Pool; and 2) Sheriff Gerald Corbell and/or his designee; 3) Chief Deputy Mike Hanson and 3) Cameron Nichols, Captain of the Criminal Investigation Division of the Shelby County Sheriff’s Office. All other persons will be excluded from the meeting so that the Attorney/Client privilege will not be waived, the “work product privilege” of its Counsel Robert S. Davis and his legal staff will not be waived, and any potential conflict of interest will be avoided.

AN EXECUTIVE SESSION WILL NOW BE HELD UNDER SECTIONS 551.071 (1) AND (2) OF THE TEXAS GOVERNMENT CODE REGARDING PENDING, THREATENED OR REASONABLY ANTICIPATED LITIGATION REGARDING THE DEATH IN CUSTODY OF JAMES PERRY, JR. THE DATE IS WEDNESDAY AUGUST 26, 2026, AND WE ARE PROCEEDING INTO EXECUTIVE SESSION AT ______________

Executive Session:

13. An Executive session will be held for the purpose of consulting with Legal Counsel Robert S. Davis, and his legal staff Attorney Lee Correa and Paralegal Lauren Ramos, regarding the in-custody death of James Perry, Jr. This closed session is authorized by the Texas Open Meetings Act, Section 551.071 (1) and (2) of the Texas Governmental Code.

14. An Executive Session will also be held for the purpose of discussing personnel; to deliberate the appointment, employment evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee; or to hear a complaint or charge against an officer or employee. The closed session is authorized by Texas Open Meeting Act, Texas Government Code Section 551.074.

15. Reopen public meeting.

16. Discuss and possibly make a decision on issues discussed in Executive Session.

17. Commissioners’ Court Reports: These are for informational purposes only. Any action that needs to be taken on the basis of these reports will be placed on a future agenda for action.
