April 18, 2023 - FM 711 at the intersection of CR 1281 Was the scene of a single-vehicle rollover involving a FedEx delivery van April 10, 2023.
Emergency responders with the Center Fire Department, West Shelby County Volunteer Fire Department and Jake Gross, Shelby County Sheriff’s Deputy, responded to the scene to assist the driver involved.
They assisted the driver to an ambulance where emergency medical services personnel could treat possible injury.
According to Texas Department of Public Safety State Trooper Chris Cain, at around 3pm a delivery van driven by Devron Hadnot, 29, of Diboll, was southbound on FM 711 at an unsafe speed to make a right turn onto CR 1281 when the vehicle rolled onto its side and came to rest along FM 711.
Hadnot was transported by ambulance to Nacogdoches Medical Center – Shelby Emergency Department for treatment of possible injury.
Hadnot was issued a citation for unsafe speed.
The truck was towed from the scene.
April 18, 2023 - (Update): Sheriff Kevin Windham reports as of 6:28pm, Ruiz has been located and is safe.
The Shelby County Sheriff’s Office is seeking the whereabouts of Francisco Ruiz, 21, Hispanic male, of Center. He has brown hair and brown eyes. Ruiz has been reported as missing by his family.
Ruiz was last seen April 17, 2023 at approximately 6 a.m. in Center. He was driving a 2004 maroon/silver 4-door Ford F-150. There is a Sundown Audio sticker in the bottom right corner of the back glass. The truck also has a large scratch on the passenger side doors.
Ruiz has family in El Dorado Ark, and may possibly have traveled through Logansport heading to Arkansas.

April 18, 2023 - The West Shelby County Volunteer Fire Department (WSCVFD) responded to four calls from April 7 through April 16.
The first of which was a single vehicle accident on April 7th at 8:18pm when a service van trying to dodge a deer ran off of the road. The van landed on its side and fortunately no one was harmed.
The next call was on the 10th of April at 3:14pm when a FedEx truck rolled over on FM 711 near CR 1281. The driver was initially pinned in the vehicle but was able to get out before responders could arrive on scene. Along with the Center Fire Department, the scene was secured and held until the truck could be removed and the roadway cleared.
On the 11th of April, WSCVFD responded to a medical call on FM 711 where EMS requested assistance gaining access to a home where an individual had fallen and required medical assistance. Responders got the door open and helped EMS.
Finally, on April 16th at 10:14pm firefighters were dispatched to a call of a transformer on fire at on FM 2913. Responders arrived at the scene and checked for any fire caused when Deep East Texas Electric Coop arrived and checked for any issues and cleared the scene.
Also, on a different note, WSCVFD will be having a fundraiser at the Ivan Smith Furniture parking lot on April 29th at 11am until sold out.
April 18, 2023 – SH 103 just east of US 96 in San Augustine County will be closed on Thursday, April 20, for work scheduled at the railroad crossing.
The Burlington North and SantaFe Railway (BNSF) will be working to re-plank the railroad crossing on SH 103 The closure will begin at 7 am and crews should have work completed by 7 pm, weather permitting. During this time, motorists will have detours available at FM 1, SH 184 and US 96.
Traffic control will be set near this area and monitored by RoadSafe Traffic Systems, Pflugerville TX. Motorists should stay alert, obey all traffic control, and choose alternate routes during work hours. For road conditions statewide, visit drivetexas.org.

April 17, 2023 - The week of April 9 through April 15 yielded three calls for the Joaquin Volunteer Fire Department. Here’s a summary of the week’s events.
Thursday night, April 13, at 9:28pm a call came in regarding a man bleeding from his knee at a residence on County Road 3804. It was also reported that the patient had knee surgery the previous day. The JVFD medical team responded to render aid until Allegiance EMS could arrive to transport the patient.
Friday night, April 14, at 7:57pm a call was received for a man suffering from shortness of breath at a residence on Highway 84 East. The JVFD medical team responded in association with Allegiance EMS to get the patient the appropriate care.
Saturday night, April 15, at 11:14pm a call came in for a fallen tree limb resting on a power line and causing sparks on County Road 3341. Upon arriving on scene no active fire was visible, but Deep East Texas Electric Cooperative was notified of the limb and a crew was sent out to remove it.
With that, this edition of the report will come to a close. The Joaquin Volunteer Fire Department hopes everyone has a great and safe week ahead.
April 14, 2023 - On April 11, 2023 the Texas Commission on Environmental Quality required the Choice public water system, 2100005 to issue a Boil Water Notice to inform customers, individuals, or employees that due to conditions which occurred recently in the public water system, the water from this public water system was required to be boiled prior to use for drinking water or human consumption purposes.
The public water system has taken the necessary corrective actions to restore the quality of the water distributed by this public water system used for drinking water or human consumption purposes and has provided TCEQ with laboratory test results that indicate that the water no longer requires boiling prior to use as of April 14, 2023.

April 11, 2023 - Due to a broken water main, caused by construction on Hwy 96 S, the Texas Commission on Environmental Quality has required the CHOICE Water system, ID# 2100005 to notify customers that were without water 04/11/2023 on Hwy 96 S (anyone without water) north from CR 1012 to CR 1006. From intersection at HWY 96 and Fm 417 east to intersection of FM 2140 and Fm 417 to boil their water, prior to consumption (e.g., washing hands/face, brushing teeth, drinking, etc). Children, seniors, and persons with weakened immune systems are particularly vulnerable to harmful bacteria, and all customers should follow these directions.
To ensure destruction of all harmful bacteria and other microbes, water for drinking, cooking, and ice making should be boiled and cooled prior to use for drinking water or human consumption purposes. The water should be brought to a vigorous rolling boil and then boiled for two minutes.
In lieu of boiling, individuals may purchase bottled water or obtain water from some other suitable source for drinking water or human consumption purposes.
When it is no longer necessary to boil the water, the public water system officials will notify customers that the water is safe for drinking water or human consumption purposes.
Once the boil water notice is no longer in effect, the public water system will issue a notice to customers that rescinds the boil water notice in a manner similar to this notice.
Please share this information with all the other people who drink this water, especially those who may not have received this notice directly (for example, people in apartments, nursing homes, schools, and businesses). You can do this by posting this notice in a public place or distributing copies by hand or mail.

April 14, 2023 - A groundbreaking ceremony was held at the Center ISD High School campus on April 14, 2023, for the new Multi-Purpose Event Center.
Representatives of the school and community members joined in the ceremony.
Center ISD Superintendent Dr. Brian Morris elaborated on his excitement over the project.

“I just want to thank everybody for showing up and showing their support, we’re excited about what’s going on here,” said Morris. “Of course, they’ve been moving dirt longer than we have, but finally glad to get a groundbreaking. We’re got a great working relationship with our architects McKinley Golden and with WRL, we’ve been very impressed with the work they’ve done so far and we’re just excited to see this building come up and our kids be able to use it.”
The projected completion date from the start of the project is 620 days.
According to information previously released by Center ISD, the multi-purpose event center and gymnasium will have seating for 1200-1500. The usage for the proposed multi-purpose event center and gymnasium will include, but not be limited to, basketball, band concerts, and graduation if the weather is a factor.

April 12, 2023 - Emergency personnel were dispatched to a major two-vehicle crash Friday, April 7, on U.S. Highway 59 in Timpson.
According to Texas Department of Public Safety State Trooper Keith Jones, at 12:58pm a grey 2019 Peterbilt hauling an oversize load trailer for EFR Transport driven by Jonathan Matthew Rhymes, 27, of Saline, LA. was southbound on U.S. Highway 59 with escort vehicles.
At that time a white 2018 Chevrolet Silverado driven by Gerald Parr, 75, of Magnolia was northbound on U.S. Highway 59 when, due to a medical condition, the Chevrolet crossed the grass median and traveled into the southbound side where it struck the side of the trailer being hauled by the Peterbilt.

The truck then spun off the roadway back into the median before coming to a stop facing southbound.
Rhymes was not reported to have received injury as a result of the incident.
Parr was transported by helicopter to UT Health in Tyler for treatment of his injuries.
His passenger, Rachael C. Poor, 87, was also transported by ambulance to UT Health in Tyler for treatment of her injuries, and his other passenger Glenna Parr, 72, was transported by Timpson Volunteer Ambulance Service to Nacogdoches Memorial Hospital for treatment of her injuries.
The crash remains under investigation.
Timpson Volunteer Fire Department assisted at the scene in extricating those involved in the crash incident from the truck, and they provided traffic control throughout the crash investigation until the scene was clear while being assisted by the Garrison Volunteer Fire Department.

April 12, 2023 - On Monday, April 10, 2023 at approximately 7:30 p.m., the Shelby County Sheriff’s Office responded to a residence on County Road 4297 in Center in regards to an accident.
Once on scene, it was determined that a two-year-old child had been run over by a vehicle. No foul play is suspected in this case. This has been ruled an accidental death.
Sheriff Kevin W. Windham and the staff at the Shelby County Sheriff’s Office extend our condolences to the family and driver of the vehicle who suffered this great loss. Each of you are in our thoughts and prayers.
April 11, 2023 - The Shelby County Commissioners agreed during their March 22, 2023, meeting to re-open CR 2020 following a series of traffic shutdowns due to train delays.
Following years of illegal trash dumping, stolen vehicles, reported drug activity, police pursuits, and the body of a man being dumped on the road in 2019, it was approved by the commissioners in August 2020 to close one mile of CR 2020.
There have since been traffic delays in 2023 on CR 2050 due to trains stopping across the roadway and delaying road traffic, including school buses. The only alternative route would be CR 2020.
“They haven’t stopped the traffic this week, but you know last week they stopped it twice with the train and this is a shortcut for them people that live down that road to come back out and miss the train tracks,” said Jimmy Lout, Commissioner Precinct 2.
A motion carried to re-open the roadway and add some loads of gravel to the road as well as clear trash from the roadway.
The meeting was adjourned at 9:59am.

Resolution and agreement for an Off-System Bridge Replacement on CR 2545 at Bayou Siepe. No in-kind match, no cost to the county. 9. Adjourn at 9:59am. Agenda items tabled during the meeting include: 1. Commissioner Pct. 4 to purchase a Skid Steer and attachments with Arpa funds. 2. Precinct 3 Commissioner to work on the Joaquin VFD’s driveway and grounds at the Substation on Hwy 7.
