March 10, 2020 - Allison Harbison, Shelby County Judge, has issued a statement regarding the resignation of former Precinct 4 Constable Jake Metcalf.

Initially, a meeting of the Commissioners' Court was held in December 2019, and as a result Metcalf was then stripped of his salary, vehicle and physical access to his office.

The statement issued today is as follows,

To Whom It May Concern:

On December 18, 2019 I was told by the County Auditor and County Treasurer that Precinct 4 Constable, Jake Metcalf had submitted an invoice for payment that was found to be falsified. They met with Constable Metcalf and the District Attorney and presented the evidence of the fraudulent document. Mr. Metcalf admitted to the County Auditor, County Treasurer, and the District Attorney that he had falsified the invoice and presented it for payment.

The statements and evidence was given to the County Attorney. On December 20, 2019, the Commissioners' Court met with its Counsel present; Constable Metcalf and his attorney were present by conference call. Constable Metcalf, through his attorney, said that he would offer his resignation.

Click the above images to view the resignation letter (left) and the affidavit (right).

On January 10, 2020, I received Mr. Metcalf’s resignation letter. Mr. Metcalf also submitted an Affidavit declining any compensation until a successor took office. The Commissioners' Court accepted said resignation on January 15, 2020.

I am attaching a copy of the resignation and Affidavit for your files.

Sincerely,
Allison Harbison

March 5, 2020 – Southwestern Electric Power Co. (SWEPCO) has received reports of individuals posing as SWEPCO representatives contacting East Texas customers and demanding immediate payment.

“These scammers are targeting small business owners, churches and other customers and threatening to disconnect service if immediate payment is not received,” said Michelle Marcotte, SWEPCO spokeswoman. “If you believe a scammer has contacted you, hang up the phone, immediately delete the email or shut the door. You can verify the status of your account by using the SWEPCO app, logging into swepco.com or calling us directly at 1-888-216-3523.”

SWEPCO employees do not call customers demanding immediate payment or insist that customers should purchase a pre-paid debit/cash card to pay a bill.

Scammers use phone, in-person and online tactics. They typically threaten disconnection of electric service and demand immediate payment or insist that customers purchase a prepaid debit/cash card, such as a Green Dot card, and ask for the card’s number, granting the scammer instant access to the card’s funds.

If someone approaches you in person, ask to see an ID badge. SWEPCO personnel should be wearing appropriate company logo shirts, hard hats or ball caps. Look for a SWEPCO truck parked outside. You can verify callers or visitors claiming to be from SWEPCO by calling the customer service line at 1-888-216-3523. If you ever feel you are in physical danger, call 911.
