December 9, 2016 - Notice is hereby given that a Regular meeting of the Shelby County Commissioners' Court will be held on the 12th day of December, 2016 at 9:30 a.m. in the Courtroom of the Shelby County Courthouse at 200 San Augustine Street, Center, Shelby County, Texas to deliberate and consider action on the following items:
1. Approve the minutes of the November 14, 2016 Regular Meeting, the November 21, 2016 Special Meeting, and the Special Meeting November 28, 2016 of the Shelby County Commissioners' Court.
2. Approve and pay the monthly expenses.
3. Approve Officers' Reports.
4. Public Comments on Agenda items.
5. Consider rescheduling Commissioners' Court Special Meeting for December 26, 2016 to be held December 27, 2016.
6. Approve the Emergency Ambulance Service Exclusive Agreement with ACE EMS.
7. To record the initial Shelby County Adult Probation budget as approved by the Texas Department of Criminal Justice for the 2016/2017 Biennium. (Fund 90 Basic Supervision and Fund 91 - Community Corrections Supervision Services)
8. Consider and take action on approval of a no-fee application services agreement between Shelby County and Grant Works, Inc., for preparation of a 2017-18 Texas Community Development Block Grant Program- Community Development Fund application to benefit the Sand Hill Water Supply Corporation service area.
9. Consider and take action on approval of a Service Provider Agreement between Shelby County and the Sand Hill Water Supply Corporation outlining each party's responsibilities in a 2017-18 Texas Community Development Block Grant Program - Community Development Fund grant of up to $275,000 to construct water system improvements, if such is awarded by the Texas Department of Agriculture.
10. Consider and take action on a resolution that authorizes submission of an application to the Texas Department of Agriculture for a 2017-18 Texas Community Development Block Grant Program Community Development Fund grant of up to $275,000 to construct water system improvements in the unincorporated Sand Hill Water Supply Corporation service area and designates the County Judge as the County's authorized signatory.
11. Consider and take action on adoption of a Citizen Participation Plan and Citizen Complaint Procedures to be followed during implementation of Texas Community Development Block Grant Program projects
12. Ken Florence and Steven Shires to address the Court concerning hiring a secretary and an investigator; discuss setting pay rates.
