Joaquin City Hall on Tuesday, September 20, 2022 -
Tuesday saw the governing body of Joaquin meet to address issues concerning the city.
During Agenda item 6, Department head reports: Director of Public Works Stacy Cranford told that TCEQ had requested updates of status of repairs. He also gave updates on progress for maintenance including bush hogging and asphalt. City Secretary Casey Davis then gave updates on early voting, work compliance and the City Community Center.
Agenda item 7 saw the city council vote 4-0 to approve the minutes of their previous meeting.
On Agenda item 8 they voted 2-2, Mayor Frank Cooper broke the tie with approving their financial statement.
On Agenda item 9 Robin Doty addressed the board concerning an issue with her unknowingly receiving and paying sewer bills, as she lives outside the city and does not use public sewer service. The board had previously agreed in 2020 to reimburse her $360. She also inquired about how to request copies of city policies. Mrs. Sheila Posey also spoke with the board. Her issue was about the city’s stained water causing discoloration to her appliances. Council member Mike Cummings gave her $20 to replace cleaning products she used to address the problem.
On Agenda item 10 the city discussed the condemning process with the JVFD Chief, and he advised that he was not qualified as a building fire code inspector. They tabled item # 10 and #11.
Agenda item 12 saw Casey Davis and Paula Guzman appointed by over the upcoming November 8, 2022 election.
On Agenda item 13 the board set a rate of $1200, w/ water and electric paid, as the a 4-0 vote to preside rate for leasing out the city’s Historical Building.
Agenda item 14 saw the board elect (4-0) to discontinue discussion with Tenaha to start an Interlocal Agreement.
On Agenda item 15 they voted 4-0 to approve the 2022-2023 planned holiday schedule.
Agenda item 16 saw them vote 4-0 to hire C&J Electrical to run new wiring through existing conduit at the Joaquin Community Center.
On, Agenda item 17 a pest control issue was tabled with no vote to give the board time to seek more information before a decision is made.
Agenda item 18 saw the board vote 4-0 to create a guideline for senior citizens using the Joaquin Community Center.
#19 no action was taken concerning the solid waste services for City of Joaquin residents based on the surveys received by the office. More surveys were returned with the vote of “no.”
The board voted 4-0 on Agenda item 20 the budget for Water, Wastewater, Gas, and General Operations.
Item 21 gained a 4-0 vote to adopt a proposed tax rate of $0.3065/$100.
On item 22 the council voted 4-0 to install a City Park Improvement Plan. Council members Mrs. Cathy Atkinson and Barbra Pridgen volunteered to oversee the effort. Items needing maintenance are trees cut, stump removal and playground equipment needs painted. Atkinson will be getting a quote from Jeff Dean to potentially add another pavilion. Stacy Cranford donated a new swing to the park project.
