April 10, 2024 - Notice is hereby given of a Regular Meeting of Joaquin City Council to be held on April 16, 2024 in the City Council Chambers of City Hall, 124 N. Preston Street, Joaquin, Texas, beginning at 6pm for the purpose of considering the following agenda items.
The following items are on the agenda for appropriate action:

2. Roll Call: To establish a quorum.

4. Pledge: United States Pledge, Texas Pledge
5. OPEN FORUM. Open Forum is an opportunity for citizens to speak about items not listed on the agenda. In order to address the City Council, please complete the Open Forum form and submit it to the City Secretary Prior to the start of the meeting. In accordance with the Texas Open Meetings Act, the City Council shall not discuss, deliberate, or make any decisions on items discussed during the Open Forum. Comments are limited to 3 minutes per person.

a. Utility Billing Manager Report

c. City Secretary Report
7. Discuss and take possible action on approving the previous month’s minutes.
8. Discuss and take possible action on approving the Financials and Bills for April 2024.
9. Discuss and take possible action on appointing an Election Judge for the upcoming city election.
10. Discuss and take possible action on the Jackson/Paxton Contract.
11. Discuss and take possible action on renovations City Park.
12. Discuss and take possible action on removing Casey Davis from all banking institution accounts and records as needed.
13. Executive Session: Consider entering executive session personnel Matters with possible action related thereto upon reconvening in open session in accordance with Government Code Section 551.074.
A. Texas Government Code, Section 551.074: Personnel Matters. Executive session pursuant to Section 551.074, Texas Government Code for the purpose of a formal interview with potential replacement for the City Secretary position.
14. Council reconvenes and possible action: Possible actions on matters discussed in executive session.
15. Discuss and take possible action to add new City Secretary to all banking and other accounts as needed.
16. Discuss and take possible action on new time clock application, On The Clock.
17. Council Items: Reports by the members of the City Council on matters not on the agenda will be made at this time.
18. Adjourn.
The Council reserves the right to retire into executive session concerning any of the items listed on this agenda whenever it is considered necessary and is legally justified under the Open Meetings Act.
