City of Joaquin Notice of Regular Meeting, Feb. 18 Agenda

February 14, 2025 - The City Council of Joaquin will meet for a Regular Council Meeting on Tuesday, February 18, 2025, at 6pm at Joaquin Volunteer Fire Department located at 131 Steve Hughes Drive, Joaquin, Texas.

The following items are on the agenda for appropriate action:

1. Call to Order:

2. Roll Call: To establish a quorum. 

3. Invocation:

4. Pledge: United States Pledge, Texas Pledge

5. Citizens Input: This time is provided for members of the public to address the City Council on items that appear within the Consent and Action Items, or a matter not listed on the agenda. Each speaker is limited to 3 minutes. A Citizen’s Input Form may be filled out and filed with the City Secretary prior to the meeting.

6. Department Head Reports:

a. Utility Billing Manager Report 
b. Public Works Report 
c. City Secretary Report

7. Swear in Tanya Wilkerson to fill council position until May election.

8. Presentation from Happy Tails Adoption Center for City’s stray animal problems.

9. Discuss and take possible action on decisions made in the Economic Development meeting.

10. Discuss and take possible action on approving the Code of Ethics for Mayor and City Council.

11. Discuss and take possible action  approval of Resolution No._______, a resolution of the City Council of the City of Joaquin, Texas, determining the necessity of acquiring certain real property needed for the public uses of providing and improving the water storage, treatment, distribution, and transmission facilities of the City of Joaquin, Texas; authorizing the Mayor to agree on compensation for said real property; authorizing the City Attorney to institute condemnation proceedings (use of eminent domain), if necessary, to acquire said property; and providing for an effective date.

12. Discuss and take possible action on changing the bank used for the city accounts.

13. Discuss and take possible action on review bids for blower, work on the Stand Pipe and improvements to WWTP.

14. Discuss and take possible action on approving mini-split AC unit bid for Historical Building.

15. Executive Session: Consider entering executive session personnel Matters with possible action related thereto upon reconvening in open session in accordance with Government Code Section 551.074. Texas Government Code, Section 551.074: Personnel Matters. Executive session pursuant to Section 551.074, Texas Government Code personnel matters.

16. Council reconvenes and possible action: Possible actions on matters discussed in executive session.

17. Discuss and take action regarding a package of policies and resolutions pertaining to the financial and civil rights requirements of the Texas Department of Agriculture under Grant Agreement Nos. CDV23-0432 and CDM-0069.

18. Council Items: Reports by the members of the City Council on matters not on the agenda will be made at this time. 

19. Adjourn.

The Council reserves the right to retire into executive session concerning any of the items listed on this agenda whenever it is considered necessary and is legally justified under the Open Meetings Act.
