October 28, 2025 - The City Council of Joaquin will meet for an Emergency Council Meeting on Friday, October 31, 2025, at 4pm at Joaquin City Hall located at 130 Steve Hughes Drive, Joaquin, Texas.
The following items are on the agenda for appropriate action:
1. Call to Order:
2. Roll Call: To establish a quorum.
3. Invocation:
4. Pledge: United States Pledge, Texas Pledge
5. Citizens Input: This time is provided for members of the public to address the City Council on items that appear within the Consent and Action Items, or a matter not listed on the agenda. Each speaker is limited to 3 minutes. A Citizen's Input Form may be filled out and filed with the City Secretary prior to the meeting.
6. Consider and take action: Removing old city secretary, Cheryl Green, from all bank accounts.
7. Consider and take action: Suspending all counsel payments until further notice.
8. Consider and take action: Discussing the account with windstream, if possible changing to Starlink.
9. Consider and take action: Future council approval of large expenditures.
10. Executive Session: To discuss personnel matters.
A. Texas Government Code, Section 551.074: Personnel Matters. Executive session pursuant to Section 551.074, Texas Government Code for the following:
1. To discuss and possibly take action on accepting resignation of the mayor and naming a new mayor.
2. To deliberate matters regarding the resignation and appointment of the City Secretary.
Council reconvenes and possible action: Possible actions on matters discussed in executive session.
11. Reconvene into open session:
12. Counsel Items: Reports by the members of the City Council on matters not on the agenda will be made at this time.
13. Approval of new signatures for all city accounts.
14. Adjourn.
The Council reserves the right to retire into executive session concerning any of the items listed on this agenda whenever it is considered necessary and is legally justified under the Open Meetings Act.
