July 16, 2026 - The City Council of Joaquin will meet for a Scheduled Monthly Council Meeting on Tuesday, July 21, 2026, at 6pm at the Old Fire Station, 136 Steve Hughes Drive, Joaquin, TX 75954

The City Council of the City of Joaquin will meet at the date, time, and location stated above to consider and act on
the following matters:

• Pledges to the United States and Texas Flags

Open Forum
Open Forum is an opportunity for citizens to speak about subjects not listed on the agenda. To address the City Council, complete the Open Forum form and submit it to the City Secretary before the meeting begins. Comments are limited to three minutes per person. Under Texas Government Code § 551.042, the Council may make a statement of fact, recite existing policy, or propose placing the subject on a future agenda, but may not deliberate or take action on an unposted subject.

2. Discussion and possible action to approve the previous month's financial statements.
3. Discussion and possible action regarding the date change for the November 2026 election sheet.
4. Discussion and possible action regarding the City's pending appeal of a Texas Workforce Commission unemployment benefits determination.
5. Discussion and possible action regarding rules governing dogs at City parks, including whether to prohibit, restrict, or permit dogs and whether to require leashes and owner cleanup.
6. Discussion and possible action on hiring a part-time maintenance worker.
7. Discussion and possible action regarding payments, cutoff dates, cutoff minimum amounts, and late fees for customer accounts affected by technical errors in the RVS system.
8. Discussion and possible action regarding the certificate of deposit account at BOM Bank that expired in May 2026.
9. Discussion and possible action regarding opening a high-interest savings or checking account for City water and gas security deposits
10. Discussion and possible action to accept the City's annual financial audit for fiscal year 2025 from Goff & Herrington, P.C.
11. Discussion and possible action to award the TxCDBG Downtown Revitalization Project, CDM24-0069, Base Bid Schedule B, to the low bidder, Casey Stone Construction, in the amount of $461,380.54.
12. Discussion and possible action regarding entry into a SCADA hardware and monitoring agreement with eLynx Technologies in the amount of $34,875.22.
13. Discussion and possible action regarding a donation to the Joaquin High School Back-to-School Program for the 2026-2027 school year.
14. Convene in executive session pursuant to Texas Government Code § 551.074 to deliberate the 90-day performance evaluation of the City Secretary. The City Secretary may request that the deliberation occur in open session.
15. Reconvene in open session.
16. Discussion and possible action regarding the 90-day performance evaluation of the City Secretary.
17. Adjourn.

The City Council may convene in closed session on any properly posted agenda item when authorized by Chapler 551 of the Texas Government Code, provided that the presiding officer first publicly announces the applicable statutory authority. Any final action, decision, or vote will occur in open session.
