August 29, 2018 - San Augustine County is under a court ordered Burn Ban effective August 28, 2018 until further notice. 

Personal outdoor cooking memorandum:

  • All outdoor cooking must be used on a concrete slab/asphalt and must retain all burning coals, residue or anything capable of igniting a fire.
  • No combustible material will be around the cooker.
  • The cooker must have someone with it at all times.
  • There must be a fire extinguisher, fully loaded and functional at all times, marked and readily accessible within 20 feet of the cooker/fryer.

This order does not prohibit outdoor burning activities related to public health and safety that are authorized by the Texas Commission on Environmental Quality for:

  • Firefighter training
  • Public utility, natural gas pipeline or mining operations
  • Planting or harvesting of agricultural crops
  • Burns that are conducted by a prescribed burn manager certified under Section 153.048, Natural Resources Code, and meet the standards of Section 153.047, Natural Resources Code.

In accordance with Local Government Code 352.081(h), a violation of this Order is a Class C Misdemeanor, punishable by a fine not to exceed $500.

August 29, 2018 - A Constable Precinct 3 investigation recently led to a multi-agency involved arrest of two following the discovery of narcotics in the possession of the suspects.

Steven McCoyAccording to Roy Cheatwood, Shelby County Constable Precinct 3, he has recently been assisting DeSoto Parish Sheriff's Department in the search for several stolen guns.

While following up on that information after the recovery of one handgun, Constable Cheatwood was interviewing two individuals at their residence when he noted a vehicle at the scene and ran its license plate number. Cheatwood stated the plate came back to a different vehicle.

Tina McCoyWith suspicion of the vehicle being stolen, a search warrant was acquired with the assistance of the Shelby County District Attorney's Office.

Representatives of the Shelby County District Attorney's Office, Constable Precinct 3 Roy Cheatwood, Constable Precinct 1 Zach Warr, Constable Precinct 4 Jake Metcalf, Texas Department of Public Safety State Troopers - Keith Jones, Jesse Fountain, and Taylor Buster, and a DeSoto Parish K-9 unit all went to the residence at 9541 FM 947 in Tenaha.

While several individuals were detained outside of the residence, the DeSoto K-9 was used to search the house, leading to the discovery of narcotics by District Attorney Investigator Joey Haley and Constable Metcalf.

Recovered from within the residence were several prescriptions not belonging to anyone living there including Prozac, Xanax, Hydrocodone, Caffeine tablets, as well as methamphetamine. Additionally taken as evidence were a .380 caliber handgun and several cellular phones.

Arrested at the residence were Steven McCoy, 25, of Beaumont for possession of a controlled substance, state jail felony; possession of a controlled substance, third degree felony; and felon in possession of a firearm. Tina McCoy, 48, of Tenaha was also arrested for possession of a controlled substance, state jail felony.

Constable Cheatwood extended appreciation to the Shelby County District Attorney's Office, Constable Warr and Constable Metcalf, Texas Department of Public Safety, and DeSoto Parish Sheriff Jayson Richardson and his department, as well as the citizens for their help.

September 12, 2018 - The Commissioners’ Court removed the burn ban during their September 12th meeting.


August 29, 2018 - The Commissioners’ Court voted during their meeting today, August 29, 2018 to continue with the burn ban. The burn ban is still in place.

August 24, 2018 - The jury that has been summoned for Monday, August 27, 2018 for the 123rd District Court, Honorable Judge Leann K Rafferty presiding, has been cancelled due to the scheduled cases being resolved or passed. Anyone receiving a summons for that day is released from jury service until they receive a future summons.

September 12, 2018 - The Commissioners’ Court removed the burn ban during their September 12th meeting.


August 22, 2018 - The county wide burn ban was reinstated this morning by the Commissioners’ Court. The situation will be reevaluated next Wednesday, August 29th in Commissioners’ Court.

August 16, 2018 - Roy Cheatwood, Shelby County Constable for Precinct 3, was recently informed of a stolen bus from Center when he was contacted by an acquaintance of the owner who expected Cheatood would have a knowledge of the area.

According to Constable Cheatwood, the missing vehicle was a yellow 1992 International School bus, had been gone for 2-3 weeks. As Constable Cheatwood, accompanied by Precinct 1 Constable Zach Warr, searched into Panola County their efforts garnered positive results.

Constables Cheatwood reports, he and Warr were on CR 414 in Panola County where they discovered a yellow school bus, resembling the missing one, on a property that had several other vehicles parked. Upon making this discovery, the constables reached out to the Panola County Sheriff's Department to assist them in their find.

Information uncovered in the investigation suggested the individuals were familiar to the Shelby County Sheriff's Department therefore they contacted Sheriff Willis Blackwell along with Investigator Del Birdwell who both traveled to the property. 

It was determined the school bus at the location was the one being sought by the constables. A pickup truck on the land was also found to have been stolen out of Harris County. Both vehicles were towed from the property and a male and female were taken into custody by the Panola County Sheriff's Department.

Once arrest information is available it will be reported here.

Constable Cheatwood expressed appreciation to Constable Precinct 1 Zack Warr, Panola County Sheriff's Department and investigators, as well as Sheriff Willis Blackwell and Investigator Del Birdwell in solving the theft of these vehicles.

In another investigation earlier in August, Constable Cheatwood reports the recovery of another stolen vehicle in Joaquin.

According to Constable Cheatwood, on August 9, 2018 a Detective from Beaumont was in the area searching for the vehicle. Constables Cheatwood and Warr met with the Detective and after learning a possible name of an individual involved, a phone call was made by Cheatwood and the vehicle was located in a Joaquin junk yard.

Constable Cheatwood reports the SUV had been stripped previous to being taken to the junk yard. This investigation continues.

August 15, 2018 - The burn ban for Shelby County has been lifted. The Commissioners Court would like to stress that anyone burning should still be cautious. The northwest part of the county is still fairly dry so please be safe and careful when burning.

On August 14, 2018 the Bossier Parish Sheriff's Department reported on Facebook that the body found in Mississippi is believed to be the missing Benton man.

A body found this morning in a field off Highway 16 near Benton, Miss., is believed to be a missing Benton man, according to detectives with the Bossier Sheriff’s Office.

Shawn “Corey” King, 32, of Benton, La, went missing back on August 3, and Bossier Sheriff’s Office detectives traveled to Mississippi this morning to assist with the investigation after King’s truck was found wrecked and abandoned on the 12000 block of Highway 16. His body was found earlier today not far from where the wreck occurred. King’s family has been notified.

The Mississippi Bureau of Investigation and the Yazoo County Sheriff’s Office will conduct the investigation.


August 13, 2018 - The Bossier Sheriff’s Office seeks the public’s help in locating a Benton man who has been missing since August 3.

Shawn Corey King, 32, of the 2000 block of Chelsy Drive in Benton, was last seen in his black 2003 Chevrolet Tahoe (LA license plate 914AVZ) at a gas station near Louisiana Downs around 8:30 p.m. Friday night. Bossier detectives say he may also be driving a 2016 black and silver Harley Davidson motorcycle. Corey was supposed to start a new job in Ruston on Aug. 6, but he had not returned home to get his bag that he had begun to pack for his trip. His family is concerned for his welfare.

Corey is described as a white male, 5' 8", 128 pounds, with blue eyes and brown hair. He is known to have ties to Desoto and Sabine Parishes.

August 9, 2018 - Recently suspended Justice of the Peace for Precinct 4 Jenny Hicks was indicted August 1, 2018 on charges related to allegations of theft and abuse of official capacity while Hicks was Municipal Court Judge for the city of Tenaha.

Jenny HicksA Shelby County Grand Jury impaneled for the July 2018 term, of the 123rd Judicial District Court indicted Hicks for theft, third degree felony. The indictment alleges, on or before January 1, 2017, Hicks took the sum of $6,685.60, the value of which is $2,500 or more, but less than $30,000 from the City of Tenaha, the owner. This was also allegedly done without the consent of the City of Tenaha, and with intent to deprive the city of said property.

The indictment indicates Hicks was a public servant at the time of the offense (City of Tenaha Municipal Judge), and the property appropriated came into Hicks' custody, possession, or control by virtue of her status as a public servant.

A second indictment handed down by the grand jury was for abuse of official capacity, state jail felony. The indictment alleges, on or before January 1, 2017, Hicks did with intent to obtain a benefit or intent to harm or defraud another. Hicks is alleged to have intentionally or knowingly misused government property, services, personnel, or any other thing of value belonging to the government that has come into Hicks possession by virtue of her position or employment as a public servant, City of Tenaha Municipal Judge, or through her public servant office. The indictment further alleges, Hicks unlawfully appropriated and/or misused traffic fines paid to the City of Tenaha in the amount of $6,685.60, the value of which is $2,500 or more, but less than $30,000.

Hicks was arrested August 8, 2018 on the charges of theft, third degree felony, and abuse of official capacity, state jail felony, by Roy Cheatwood, Precinct 3 Constable, and he was assisted by Zach Warr, Precinct 1 Constable, in making the arrest. Hicks was then transported to the Shelby County Jail where she was held on a $7,500 bond for the theft charge and a $5,000 bond for the abuse of official capacity charge.
