November 25, 2016 - U.S. Highway 59 two miles south of Timpson was the scene of a two-vehicle crash on Wednesday, November 23, 2016.
Holiday traffic was prevalent on the highway as emergency personnel from Timpson including the Timpson Police Department and Timpson Volunteer Fire Department and Timpson Volunteer Ambulance Service were first dispatched to the scene.

According to Texas Department of Public Safety State Trooper Keith Jones, at 6:50pm a white 2013 Nissan Altima driven by Kahndis Nichole Allen, 29, of Texarkana, Arkansas was northbound on U.S. 59 in the outside lane behind a white 2007 International truck-tractor semi trailer owned and driven by Mahamed Ibrahim Mahad, 51, of Kitchener, Ontario, Canada.
While Allen was traveling behind the International she failed to control speed and took evasive action to pass and striking the left rear bumper with the front right causing distributive damage down the right side of the car.
Allen was traveling with passengers Tori Necole Dixon, 29; Sonja Lyvette, Dixon, 50; and a 4-year-old female passenger. No injuries were reported to have resulted from the crash.
Allen was issued a citation for failure to control speed.


November 22, 2016 - A high speed chase starting in Center and involving several law enforcement agencies has ended with a crash in Joaquin on Tuesday, November 22, 2016.
The chase started with Center Police Officer Jim Blackwell somewhere in Center when he reported he was in pursuit of a red 2013 Chevrolet Impala. Texas Department of Public Safety State Trooper Keith Jones reports he was in Joaquin at the time the pursuit began heading in his direction on State Highway 7 at speeds over 130 mph.

With officers being aware the suspect lived between Center and Joaquin and in anticipation of the vehicle traveling Highway 7 to Joaquin, Trooper Jones was going to set up stop spikes to stop the vehicle. While en route, pursuing vehicles lost sight of the Impala and began searching toward his residence.
While traveling west on Hwy 7, Trooper Jones continued searching and when he first sighted the Impala at the top of a hill he checked it at a speed of 123 mph. Trooper Jones initiated his lights and turned around in pursuit of the Impala giving chase for approximately five minutes.

As the Impala approached the intersection of U.S. Highway 84 he attempted to make a left turn at the intersection at a speed too fast for the turn when he traveled on the wrong side of the roadway not passing and struck a metal utility pole head-on causing the vehicle to immediately catch on fire. Two pedestrians exited Linda's Hair Salon and pulled the driver out of the car while his ankles and waist were on fire. He was quickly extinguished and an ambulance and helicopter were requested.
A passerby who witnessed the crash arrived on scene and extinguished the vehicle with a fire extinguisher before it became fully engulfed in flames. The Joaquin Volunteer Fire Department arrived shortly after and applied water to the vehicle to cool it down ensuring the fire was out.
After ACE EMS arrived and had time to examine the driver the helicopter was canceled. From there he was transported to Nacogdoches Medical Center - Center Emergency Department for treatment.

Several charges are pending at this time through Texas DPS and Center PD for the driver Jeffrey Scott Fenley, 33, of Center. The vehicle came back registered to a Crystal Darlene Fenley.
Shelby County Today witnessed the Center Police Department engage the same Impala in a chase on Hurst Street around 1pm on Saturday afternoon, November 19 and lost the vehicle down Old San Augustine Road. Shelby County Sheriff's Deputies chased it again on Sunday evening, November 20.
Once Fenley was cleared from the hospital, he was arrested by Center Police Officer Jim Blackwell and placed in the Shelby County Jail on charges of evading arrest, felony 4; and reckless driving, misdemeanor b. He curently is being held on a bonds totaling $21,000.

November 22, 2016 - Center Crime Stoppers is seeking information on the location of a Ladarren Antonio Reed. Reed is wanted for Credit Card/ Debit Card Abuse, Felony 3. Reed is described as a black male, 5'08" tall and weighing 160 lbs. Reed is 29 years of age.
Center Crime Stoppers is offering a cash reward of up to $1,000 for information. Anyone who has information regarding this crime should call Center Crime Stoppers at 936-598-SAFE (7233) or submit a tip online at www.centercrimestoppers.com. Remember you don't have to give your name. All calls and cash rewards are completely anonymous. Rewards will only be paid on tips submitted through the Center Crime Stoppers system.

If anyone is found to be hindering the apprehension, harboring or concealing, providing or aiding with any means of avoiding arrest or effecting escape or warns Reed of impending discovery or apprehension will be arrested and charged in accordance to Penal Code 38.05 Hindering Apprehension or Prosecution, a Felony offense.

November 22, 2016 - A pickup truck involved in a crash on Hurst Street ended up in a ditch across from Walmart on Tuesday, November 22, 2016.
According to Center Police Officer Jake Gross, at 10:50am a call was received about a possible two-vehicle crash in front of Walmart at the 800 block of Hurst Street.

A grey 2012 Chevrolet Colorado driven by Zelma Dearing, 85, with passenger Charles Dearing, 90, both of Center attempted to exit the Walmart parking lot and struck an unknown vehicle.
The Colorado continued into the ditch in front of Napa Auto Parts at Foster Street where it came to rest while the second vehicle involved fled the scene and is being sought.
Mr. and Mrs. Dearing received minor cuts and bruises; however, they refused treatment by ACE EMS.
No citations have been issued at this time.
Assisting Officer Gross at the scene was Center Police Officer Jim Blackwell.

(Update) November 21, 2016 - It is no longer necessary for customers on Paxton Water that were without water on HWY 84 on November 16, 2016 to boil their water.
November 16, 2016 - Due to line break, the Texas Commission on Environmental Quality (TCEQ) has required our water System, Paxton Water, to notify customers of the need to boil their water prior to consumption. This is for the customers that were out of water on November 16, 2016 on HWY 84 east of the water plant and surrounding county roads.
To ensure destruction of all harmful bacteria and other microbes, water for drinking, cooking, and making ice should be boiled and cooled prior to use. The water should be brought to a vigorous, rolling boil and then boiled for two minutes. In lieu of boiling, you may purchase bottled water or obtain water from some other
suitable source.
When it is no longer necessary to boil the water, the water system officials will notify you that the water is safe for consumption. Instructions to discontinue boiling will be issued in the same manner as this notice.

November 21, 2016 - The intersection of Tenaha and Church Streets in Center was the scene of an incident involving a Center ISD School bus and a pickup truck on Friday, November 18, 2016 at 5:15pm.
Center ISD officials responded immediately to the scene as well as officers with the Center Police Department and ACE EMS personnel.

The school bus which was on Church Street did not appear to have any visible signs of damage; however, an orange GMC pickup truck traveling through the intersection, spun around and struck the curb damaging the left rear wheel and bringing the truck to rest on the sidewalk.
EMS personnel examined occupants of the pickup truck for injuries and it appeared none of the students received injury from the incident. To follow protocol, another bus driver took the place of the original driver and the bus continued its route. Some students disembarked from the bus at the scene as parents were waiting to pick them up.

The Center Police Department is investigating the incident.
According to Center Police Officer Andrew Williams, at 4:07pm a Center ISD school bus driven by Milton Ragan, 65, of Center was eastbound on Church Street when Ragan stated he came to a stop at the Tenaha Street intersection where he came to a stop. Once the intersection was clear, Ragan said he proceeded into the intersection. At that time a GMC pickup truck driven by Zebedee Moore Jr., 66, of Center traveling south, had stopped and entered the intersection.
The bus struck the GMC in the rear passenger side and the truck spun around striking the curb on the west side of the street causing damage to the rear driver's side wheel.
At the time of the crash there were 26 students on the bus ranging in age from 4 to 18. No injuries were reported by anyone on board the bus. ACE EMS checked all parties involved including Moore's passenger Lula Moore, 64, of Center an no one was transported from the scene. No citations were issued.




November 21, 2016 - The Shelby County Commissioners approved canvassing the votes from the recent November 8 election during their Monday, November 21, 2016 meeting and discussed an alternate method of indigent pharmaceutical management.
Allison Harbison, Shelby County Judge, stated there are 15,130 registered voters and 9,137 votes were cast.
A motion carried to accept the results and canvass the votes.
A contract with a pharmacy benefit management to secure prescription management for indigent healthcare was up for consideration by the commissioners as, according to Judge Harbison, the previous method of providing prescriptions recently came to an abrupt end.
"We've been using Brookshire Brothers and while I was out of town last week they called Cindy [Clark], who administers the indigent healthcare program and told us they were not going to honor our prescriptions anymore," said Judge Harbison.
Clark explained the phone call was received last Thursday, November 18, and she began trying to find someone else to honor their needs. She said at this time Blount Pharmacy in Joaquin agreed to fill the prescriptions and even said they would be willing to provide the service on a long-term basis; however, the pharmacy is not centrally located and Clark said a lot of the people in need of the indigent assistance are homeless and without mode of transport.
It was discovered by Clark, other counties use a pharmacy benefit management program, which she says is not an expense to the county.
"I talked to other counties that use it, there's no cost. They do all of the middle work, they pay the bill, they post it into an account so they can send it to me and I can put it into our account. We just reimburse them," said Clark.
Representatives of other counties Clark has spoken with said their prescription cost has even decreased with the assistance of the program. She said they have contracts with entities such as CVS and Wal Mart which have provided discounts due to the volume of prescriptions that go through the program.
Gary Rholes, County Attorney, was asked his opinion of the contract and he said one concern for him is the language in the contract which indemnifies and holds harmless the program against any loss, award, or lawsuit claim.
"A county cannot indemnify a private entity, because your incurring an unfunded and unknown potential liability," said Rholes.
He said if the county does agree to the contract they would have to find some way to work around that portion of the contract.
A motion was carried to table the contract until next Monday giving Rholes time to investigate further.
Judge Harbison said the county pays Medicaid rates and Brookshire Brothers no longer wanted to honor those rates.
A motion carried to adjourn the meeting at 9:43am.

November 19, 2016 - Emergency personnel were dispatched to the scene of a single-vehicle rollover crash about 600 feet west of the Joaquin square on U.S. Highway 84 Friday, November 18, 2016.
According to Texas Department of Public Safety State Trooper Cpl. Jimmy Faulkner, at 2:25pm on U.S. 84. a white Chevrolet Tahoe driven by Annette Eaves, 29, of Center was traveling east in rain at an unsafe speed.

The Tahoe skidded off the roadway to the left traveling over a culvert and overturned onto its top in a ditch.
Eaves and four passengers including a 26-year-old female and three children ages five, three and two were all checked by ACE EMS and no injuries were reported to have resulted from the crash.
Citations were issued to Eaves.
Joaquin Volunteer Firemen assisted and directed traffic until the scene was clear.


November 18, 2016 - The water on San Augustine Rural WSC no longer requires boiling as of November 18th. On November 16th, we issued a Boil Water Notice due to a major leak in the City of San Augustine's Water Main. This included all customers on San Augustine Rural Water, and was issued for safety precautions. The problem has been corrected and we've tested the water. The tests were good, therefore, the Boil Water Notice is lifted.
Our system has take the necessary actions to be sure of adequate pressure, disinfectant levels, and/or bacteriological quality and has provided TCEQ with testing results that indicate that the water no longer requires boiling as of November 18th.
