December 23, 2016 - Fog and smoke contributed to two crashes Thursday morning, one of which was an emergency response vehicle arriving on scene of the first crash.

According to Texas Department of Public Safety State Trooper Jimmy Faulkner, a cluster of crashes occurred on US Hwy 96 Thursday, December 22, 2016. The first crash was at 5:45am in San Augustine County near the Shelby County line and the San Augustine Fire Department was dispatched to the scene.

A 2013 Chevrolet 1-ton pickup driven by Kenneth Tarver, 57 of Bronson, was traveling north on US 96. Behind Tarver’s pickup was a 1998 green Chevrolet 3/4-ton pickup driven by Jimmy Wimberley, 62 of Broaddus. Due to heavy fog and smoke in the area, Wimberley’s visibility was limited and he failed to control the speed of his pickup rear-ending Tarver’s pickup.

Wimberley was injured and transported to CHI Hospital in San Augustine.

The second collision occurred at 6:16am for the same contributing factor as the first crash, poor visibility from smoke and fog.

A San Augustine fire truck driven by Ernest Consford, 62 of San Augustine, with passenger Joseph Consford, 39 of San Augustine just pulled up to the scene of the first crash and stopped when a Freightliner failed to control speed and struck the back of the fire truck.

Upon seeing the fire truck at the last minute, the driver of the 2016 white Freightliner 18-wheeler, Brian Button, 40 of Woodville, Texas, attempted to avoid the collision but still struck the rear of the emergency vehicle.

No other injuries were reported and Wimberley and Button were both citied for failure to control speed.

December 21, 2016 - The Center Fire Department responded to a structure fire on Center Street on Wednesday, December 21, 2016 at 6:20am.

When the firemen arrived at the former office of C&R Refrigeration, 405 Center Street, one end of the building was on fire. The firemen extinguished the flames and kept the fire consolidated to the attic area of the building.

This was followed by ventilating the building with a fan to evacuate any remaining smoke. AEP SWEPCO was dispatched to the scene to make sure the building was disconnected of any power supply and just previous to their arrival, sparks were seen bursting from power lines across the street from the building.

Once the fire was extinguished, the firemen returned to the station at 8am. Upon further investigation by AEP SWEPCO, it was determined the cause of the fire may have emanated from a neighboring property located on Crockett Street.

The firemen returned to the location and gained permission from the property owner to enter and as the representatives of AEP SWEPCO took a closer look, it was obvious someone had been attempting to cut the power line at the top of a utility pole on the property with some metal cutters.

Center Police Officers were requested to the scene and an investigation began into the incident. AEP SWEPCO helped the police officers to retrieve the cutters and further evidence was gathered at the scene by detectives.

No further information is available at this time and both the fire and attempted theft of the power lines remains under investigation.

December 16, 2016 - SHREVEPORT, La., Dec. 16, 2016 – AEP Southwestern Electric Power Company (SWEPCO), a unit of American Electric Power (NYSE: AEP), today submitted a request to the Public Utility Commission of Texas (PUCT) to increase the company’s Texas rates by approximately $69 million annually. If approved, new rates could go into effect in mid-to-late 2017.

The primary need for new revenue is to cover $34.4 million annually for additional investment in environmental controls at four major power plants. The investments are necessary to comply with new U.S. Environmental Protection Agency (EPA) regulations.

“The goal is always to serve Texas customers with a strong electric system that provides affordable, reliable and safe energy,” said Venita McCellon-Allen, SWEPCO President and Chief Operating Officer. “After investing nearly $700 million to fulfill new federal mandates, we believe SWEPCO has responsibly met these environmental and financial challenges in order to maintain a diverse energy mix with reliable 24/7 power sources serving our customers.”

The request includes four major components:

  • $34.4 million for new environmental controls at four power plants to comply with EPA mandates. Plant locations include Welsh Plant Units 1 and 3 at Pittsburg, Texas; Pirkey Plant at Hallsville, Texas; Dolet Hills Plant at Mansfield, La.; and Flint Creek Plant at Gentry, Ark.
  • $8 million for a change in transmission cost recovery to align with actual incurred regional transmission costs in the Southwest Power Pool – to help ensure reliability and access to affordable power through the regional transmission system.
  • $2 million for additional vegetation management dollars to clear transmission and distribution lines and to improve service reliability, especially during storms.
  • $24.5 million for additional generation, transmission and distribution investment, and changes in operating costs to continue delivering affordable, reliable and safe energy to homes, businesses and communities.

If approved by the PUCT, overall rates would increase annually by approximately $69 million, an average increase of about 12.7 percent. This is the net amount of the proposed annual base rate increase of $105.9 million minus $36.9 million for existing transmission and distribution charges that are currently shown as line items on customers’ bills and will be moved to base rates. Base rates reflect the costs of building, maintaining and operating SWEPCO’s electric system, including power plants, transmission and distribution lines, and facilities to serve customers. Base rates do not include the fuel portion of customers’ bills, which pays for fuel and purchased power and is passed through to customers with no profit to the company.

Residential customers using 1,000 kilowatt-hours per month would see an estimated increase of $12.67 per month, or 13 percent. Increases for individual customers will vary depending on each customer’s usage characteristics.

“We work hard to provide high quality customer service while at the same time managing our costs and continuing to make needed investments in generation, transmission and distribution infrastructure. We recognize the impact that price increases can have on individuals, families and businesses. We believe our electric rates will continue to provide good value for the money,” McCellon-Allen said.

“Even with this proposed increase, SWEPCO rates will be close to the current state average for utilities serving the regulated parts of the state, and still well below the national average,” McCellon-Allen said.

SWEPCO serves 530,000 customers, including 184,000 in East Texas and the Panhandle, 230,000 in northwestern and central Louisiana and 116,000 in western Arkansas. The company’s headquarters are in Shreveport, La. More information is available at SWEPCO.com.
