The severe thunderstorm watch 153 is in effect until 9pm for the following locations in Texas: Anderson, Bell, Bosque, Bowie, Brazos, Burleson, Camp, Cass, Cherokee, Coryell, Delta, Ellis, Falls, Fannin, Franklin, Freestone, Gregg, Hamilton, Harrison, Henderson, Hill, Hopkins, Houston, Hunt, Kaufman, Lamar, Lampasas, Leon, Limestone, Madison, Marion, McLennan, Milam, Mills, Morris, Nacogdoches, Navarro, Panola, Rains, Red River, Robertson, Rockwall, Rusk, Shelby, Smith, Titus, Upshur, Van Zandt, and Wood.

This Hazardous Weather Outlook is for south central Arkansas, southwest Arkansas, north central Louisiana, northwest Louisiana, southeast Oklahoma, east Texas and northeast Texas.
This afternoon and tonight: Strong to severe thunderstorms will begin to develop this afternoon across much of the Four-State region and become more widespread this evening into the overnight hours. Some of these storms could produce large hail and damaging thunderstorm wind gusts. While conditions are not conducive for a widespread tornado outbreak, isolated tornadoes cannot be ruled out. In addition to the severe weather threat will be an excessive heavy rainfall threat this afternoon through overnight across much of the region. That excessive heavy rainfall threat will shift farther south and east into more of North Central and Northeast Louisiana the first half of Friday. Low-lying and poor drainage flood prone areas will be the most susceptible to flash flooding late today through tonight and into early Friday.

Friday through Wednesday: While showers and thunderstorms will be possible across portions of the Four-State Region next week, atmospheric instability does not appear significant enough or the development of strong to severe thunderstorms at this time.
Spotter Information Statement: Spotter activation will most likely be needed this afternoon into the evening and overnight hours for the threat of severe thunderstorms.
April 20, 2023 - Center Fire Department personnel responded to a house fire early Friday morning, April 14,2023, around 4:40am, on the 100 block of Kindle Street.
When they arrived at the scene along with Center PD officers the house was fully involved in fire. Flames appeared to be emanating from several locations and destroyed much of the structure.

The house was determined to be vacant and the firemen were able to extinguish the fire and prevent it from spreading. The cause was undetermined and the firefighters returned to service at 8am.
April 20, 2023 - Texas Department of Public Safety (DPS) State Troopers investigated a non-injury crash on U.S. Highway 96 (Hurst Street) near Sanders Street, that occurred Sunday, April 16, 2023.
The preliminary investigation indicates that at approximately 5:40pm, a 2018 Chevrolet police car driven by Officer Micah Buzbee was traveling south with its emergency lights and siren activated. It is reported a 1999 Ford SUV driven by Ruth Duke, 75, of Center, failed to yield to the police car, pulled from a private drive and struck it on its right side.

Neither Officer Buzbee, nor Duke received injury due to the crash. Duke was cited for failing to yield right of way from a private drive.

April 19, 2023 - Shelby County Constable Precinct 3 has reported the recovery of a stolen vehicle as of April 18, 2023.
Constable Roy Cheatwood was informed on Saturday evening, April 15, 2023, a1996 Chevy pickup was stolen from a convenient store in Logansport. The owner had just put gas in the truck, and just after he paid for the gas and walked outside, the pickup was gone.
Constable Cheatwood was notified that the pickup was in a driveway in Garrison, and upon arrival he contacted DeSoto Parish Sheriff’s Office and confirmed he had located the pickup truck.

Assistance was requested of the Nacogdoches County Sheriff’s office and Garrison Police Chief Tim Barton arrived quickly thereafter.
Suspect’s have been identified in this investigation and the pertinent information has been passed on to DeSoto Parish Sheriff’s Department Investigators. Constable Cheatwood reports this is the 61st vehicle recovered through the Precinct 3 office since he has been there.

April 19, 2023 - The National Weather Service, Shreveport, Louisiana forecasts for Shelby County a chance for severe thunderstorms on Thursday, April 20 and Friday, April 21 before a sunny Saturday arrives.
Detailed forecast below for Thursday through Saturday for Shelby County, Texas:
- Thursday - A 40 percent chance of showers and thunderstorms after 1pm. Some of the storms could be severe. Partly sunny, with a high near 82. South wind around 15 mph.
- Thursday Night - A chance of showers and thunderstorms, then showers likely and possibly a thunderstorm after 1am. Some of the storms could be severe. Mostly cloudy, with a low around 64. South wind 10 to 15 mph, with gusts as high as 25 mph. Chance of precipitation is 60%.
- Friday - Showers and possibly a thunderstorm before 1pm, then showers and thunderstorms likely between 1pm and 4pm, then showers likely and possibly a thunderstorm after 4pm. High near 76. South wind around 10 mph becoming west in the afternoon. Chance of precipitation is 80%.
- Friday Night - A chance of thunderstorms before 7pm. Partly cloudy, with a low around 48. Chance of precipitation is 30%.
- Saturday - Sunny, with a high near 71.
- Saturday Night - Mostly clear, with a low around 46.
April 18, 2023 - A Tenaha man was arrested Tuesday, April 18, 2023, following alleged threats.
During the day Tuesday, April 18, 2023, law enforcement officials received information about threats after parents had reached out to them due to potential threats on social media against Tenaha ISD. Through investigation, it was determined by law enforcement officials their suspect was Joe Adams of Tenaha. Officials presented evidence of the situation to a judge and were granted a warrant for Adams.
As the investigation progressed, it was learned by officers that Adams had been involved in an altercation with someone in Panola County and he was back en-route to Shelby County. Officers intercepted Adams on FM 947 and he initially didn’t stop. A pursuit of Adams developed until he stopped at his residence on Motley Street in Tenaha where officers took him into custody around 3pm.
Agencies involved in the investigation and arrest include Taylor Fanguy, Constable Precinct 4; Tenaha Police Department; Tenaha ISD Police Department; Roy Cheatwood, Constable Precinct 3; Josh Tipton, Constable Precinct 5; Zack Warr, Constable Precinct 1; Jamie Hagler, Constable Precinct 2; and Shelby County Sheriff’s Department Deputies.
April 18, 2023 - FM 711 at the intersection of CR 1281 Was the scene of a single-vehicle rollover involving a FedEx delivery van April 10, 2023.
Emergency responders with the Center Fire Department, West Shelby County Volunteer Fire Department and Jake Gross, Shelby County Sheriff’s Deputy, responded to the scene to assist the driver involved.
They assisted the driver to an ambulance where emergency medical services personnel could treat possible injury.
According to Texas Department of Public Safety State Trooper Chris Cain, at around 3pm a delivery van driven by Devron Hadnot, 29, of Diboll, was southbound on FM 711 at an unsafe speed to make a right turn onto CR 1281 when the vehicle rolled onto its side and came to rest along FM 711.
Hadnot was transported by ambulance to Nacogdoches Medical Center – Shelby Emergency Department for treatment of possible injury.
Hadnot was issued a citation for unsafe speed.
The truck was towed from the scene.
April 18, 2023 - (Update): Sheriff Kevin Windham reports as of 6:28pm, Ruiz has been located and is safe.
The Shelby County Sheriff’s Office is seeking the whereabouts of Francisco Ruiz, 21, Hispanic male, of Center. He has brown hair and brown eyes. Ruiz has been reported as missing by his family.
Ruiz was last seen April 17, 2023 at approximately 6 a.m. in Center. He was driving a 2004 maroon/silver 4-door Ford F-150. There is a Sundown Audio sticker in the bottom right corner of the back glass. The truck also has a large scratch on the passenger side doors.
Ruiz has family in El Dorado Ark, and may possibly have traveled through Logansport heading to Arkansas.

April 18, 2023 - The West Shelby County Volunteer Fire Department (WSCVFD) responded to four calls from April 7 through April 16.
The first of which was a single vehicle accident on April 7th at 8:18pm when a service van trying to dodge a deer ran off of the road. The van landed on its side and fortunately no one was harmed.
The next call was on the 10th of April at 3:14pm when a FedEx truck rolled over on FM 711 near CR 1281. The driver was initially pinned in the vehicle but was able to get out before responders could arrive on scene. Along with the Center Fire Department, the scene was secured and held until the truck could be removed and the roadway cleared.
On the 11th of April, WSCVFD responded to a medical call on FM 711 where EMS requested assistance gaining access to a home where an individual had fallen and required medical assistance. Responders got the door open and helped EMS.
Finally, on April 16th at 10:14pm firefighters were dispatched to a call of a transformer on fire at on FM 2913. Responders arrived at the scene and checked for any fire caused when Deep East Texas Electric Coop arrived and checked for any issues and cleared the scene.
Also, on a different note, WSCVFD will be having a fundraiser at the Ivan Smith Furniture parking lot on April 29th at 11am until sold out.
April 18, 2023 – SH 103 just east of US 96 in San Augustine County will be closed on Thursday, April 20, for work scheduled at the railroad crossing.
The Burlington North and SantaFe Railway (BNSF) will be working to re-plank the railroad crossing on SH 103 The closure will begin at 7 am and crews should have work completed by 7 pm, weather permitting. During this time, motorists will have detours available at FM 1, SH 184 and US 96.
Traffic control will be set near this area and monitored by RoadSafe Traffic Systems, Pflugerville TX. Motorists should stay alert, obey all traffic control, and choose alternate routes during work hours. For road conditions statewide, visit drivetexas.org.
